- One-Big-Beautiful-Bill crosses the goal line, helps fund ATC modernization. President Trump’s signature legislation was signed into law on July 4th. There’s funding for ATC modernization in it. In a statement released by Airlines For America (Airlines.org), an industry watchdog, and picked up by Epoch Times soon after the bill was signed into law, the organization issued the following statement, shown here in part: “Promises made, promises kept. President Trump pledged to the American people he would address our country’s aging air traffic control (ATC) infrastructure. Today, he followed through on his promise by signing $12.5 billion of ATC investment into law. This initial funding will allow Transportation Secretary Sean Duffy to begin implementing the administration’s plan to overhaul the system with new, modern technology that will make air travel safer and more efficient. “Few people have had the gumption to take on the vast undertaking of modernizing our nation’s complex ATC system, but President Trump and Secretary Duffy addressed the dire need quickly and are acting with urgency.”In another provision of the bill, Yahoo News (and Florida Senator Ashley Moody) reports that now investors may purchase tax-exempt bonds at “Spaceports”: “…There’s also a $1 billion provision allowing “spaceports” — which the legislation defines as “any facility located at or in close proximity to a launch site or reentry site” — to sell tax-exempt bonds, like airports. Sen. - Speaking of space stuff…! On July 9, President Trump announced that DOT Secretary Sean Duffy would also serve as interim NASA Administrator, making him one of two cabinet members wearing multiple hats (the other is Marco Rubio: Secretary of State, National Security Advisor and National Archivist). On July 10, Congress approved the nomination of Bryan Bedford to serve as FAA administrator. In its media release, the Federal Aviation Administration (FAA) said it welcomes Bryan Bedford as its new Administrator. He will lead a workforce of more than 40,000 employees dedicated to ensuring the safe and efficient operation of the most complex national airspace system in the world.
“I’m grateful for the opportunity to join the FAA team. I have a deep respect for the important work FAA employees do to protect the safety and efficiency of our national airspace,” said FAA Administrator Bryan Bedford.
Bedford brings more than 35 years of aviation experience to the FAA, including 26 years as CEO of Republic Airways. He will work closely with Transportation Secretary Sean P. Duffy to build a new, state-of-the-art air traffic control system.
“I look forward to working with Secretary Duffy and admire his leadership and commitment to delivering this new system within the next three to four years,” Bedford said. “We’re building a modern, resilient FAA—one that embraces innovation and is ready for the future demands of aviation.”
Bedford will immediately begin visiting FAA facilities nationwide to meet employees, hear their perspectives, and better understand the challenges and opportunities ahead. “Building trust and delivering results together will be our focus,” he said.
Chris Rocheleau, who served as Acting Administrator, will now transition to the role of Deputy Administrator to support Bedford.FMI: https://www.faa.gov/newsroom/congress-confirms-new-faa-administrator-bryanbedford - Legislation introduced in Congress to address ADS-B data misuse. As reported by AOPA online in late June, two new bills, S.2175 and H.4146, have been introduced to curtail the widespread concerns among GA pilots regarding abuses of ADS-B data, including the collection of fees, a purpose for which ADS-B was never intended. The bills seek to do the following:
- Prohibit the use of ADS-B data to assist in the collection of fees from pilots or aircraft owners.
- Clarify that ADS-B data may only be used for its intended purposes of air traffic safety and efficiency.
- Give the secretary of transportation the discretion to authorize other uses of ADS-B data.
- Expand, to all federal, state, and local entities, a provision in the FAA Reauthorization Act of 2024 preventing investigations from being initiated based solely on ADS-B data.
- Ensure public-use airports make transparent the impact of any new fees on general aviation and businesses and require revenue collected to be used for airside safety improvements.
- UAS update 1: FAA issues Advisory Circular 91-57D (Exception for Limited Recreational Operations of Unmanned Aircraft). On June 24, the FAA issued the updated AC, applicable to certain specific audiences, including
(A) persons operating unmanned aircraft (UA) under the exception for limited recreational operations of UA established in Section 349 of Public Law (PL) 115-254, FAA Reauthorization Act of 2018, and amended by Section 928 of PL 118-63, FAA Reauthorization Act of 2024, codified at Title 49 of the United States Code (49 U.S.C.) § 44809;
(B) persons using Unmanned Aircraft Systems (UAS) for educational or research purposes pursuant to Section 350 of the FAA Reauthorization Act of 2018, amended in Section 928 of the FAA Reauthorization Act of 2024;
(C) persons requesting recognition as community-based organizations (CBO);
(D) persons seeking to establish fixed recreational flying sites under 49 U.S.C. § 44809(c); and (E) CBOs conducting aviation events. In a move that signals a bold transformation of America’s military strategy, Secretary of Defense Pete Hegseth unveiled a sweeping initiative on July 10 that aims to catapult the United States into unmanned aerial dominance by 2027. Gone are the days of Washington’s bloated red tape and procurement paralysis. Under new leadership and with a clear mandate, the Pentagon is now racing toward innovation, battlefield agility, and technological superiority — and it’s doing it on Hegseth’s terms. This moment wasn’t just for show — it was a battle cry. The new policy memo lays out three powerful priorities: strengthening America’s domestic drone manufacturing base, delivering thousands of costeffective systems to troops, and fully integrating drone operations into military training exercises. “Next year I expect to see this capability integrated into all relevant combat training, including force-on-force drone wars,” Hegseth wrote.

The White House issued an executive order on June 6 directing the FAA to establish an eVTOL integration pilot program, a move intended to enable a smoother path to certification and commercialization of eVTOL air taxis. The executive order, one of several related EO’s issued on June 6,d also create a pilot program testing flying cars, also known as electric vertical take-off and landing (eVTOL) aircraft, for EMS, air taxis, cargo, and defense logistics. The eVTOL pilot program builds on the successes of President Trump’s 2017 drone pilot program, highlighting how President Trump’s actions continue to put America in a position to lead. - GAJSC Topics of the Month (NPP14) for FY-2025. The new list of Topics of the Month (TOM’s; NPP14) and Airworthiness Topics of the Quarter (TOQ’s; NPP41) from the General Aviation Joint Safety Committee (GAJSC) for FY-2025 have been released, with most of the support media now available. Reps can download this media off the FAASTeam National Collaborative Center (NFRCC) at FAASafety.gov. Volunteers who mail me a USB flash drive with at least 1 GB of capacity can obtain the full catalog of media, including NPP14 and NPP41, for the current year. Previous years are available, depending on memory capacity. The July/August 2025 issue of FAA Safety Briefing magazine focuses on many of the important safety issues highlighted during the FAA’s recent “call to action” meeting for general and business aviation. Feature articles emphasize some key reminders to help improve NAS safety, like how to combat complacency, mitigate risk, improve communications, and avoid safety drift. Let the FPMs know if your needs change. - Airmen Certification Standards (ACS) and Practical Test Standards (PTS) updates. Make sure you go to your next Practical Test armed with the latest ACS or PTS as appropriate!!! The FAA is gradually replacing all PTS with the new and improved ACS; only a few PTS have not yet been converted. All current ACS’s can be found at this website: http://www.faa.gov/training_testing/testing/acs/ . An ACS Companion Guide for Pilots is available to help explain ACS and integrate ACS into one’s training plans: https://www.faa.gov/training_testing/testing/acs/acs_companion_guide_pilots.pdf . PTS. PTS’s are still around! The link to Practical Test Standards (PTS) is at the end of this report in the FAA resources section. Although many PTS are still in use, they are not being substantially updated, and ACS will eventually replace all PTS pubs. - Regulatory trivia. Question: I am a US-certificated pilot living overseas and using privileges of my airman certificates. What do I need to do as far as the address on file with Big FAA?Answer: You might need a US-based Agent For Service (AFS). An Agent For Service (AFS) is a reliable person living in the US who receives official [FAA] mail on behalf of someone else. The AFS regulations are contained in 14 CFR 3, Chapter 1, Part A, Subpart C, available online at https://www.ecfr.gov/current/title-14/chapter-I/subchapter-A/part3 . The first of these reg’s is 3.301, which establishes eligibility (i.e., who needs to comply). Assuming an airman is subject to these reg’s, he / she needs to designate someone in the US or its territories (as defined in 3.302) to receive the airman’s FAA mail on the airman’s behalf, should there be any. The procedures are outlined in 3.303, and just like in 14 CFR 61.60, the airman must comply within 30 days of the change in their domicile to a foreign country, or they may not exercise privileges of their US certificate(s). Generally, Big FAA is less concerned with the deadline and more concerned with regulatory compliance ahead of any need for communications originating from the FAA. Regulatory language always says to apply “in a form and manner acceptable to the Administrator”, but they never tell you what the form number is! I would file the required info and submit it in writing to the address given in 14 CFR 61.60, namely DOT-FAA, Airman Certification Branch; PO Box 25082, Oklahoma City, OK 73125. The Airmen Services Civil Registry ( https://amsrvs.registry.faa.gov/amsrvs/Home/Index ) might be another way to do it, using online resources instead of snail-mail, but it is not clear from the menu options whether designating an AFS is an available function. Just like faasafety.gov, the user must create a free account to use the Civil Services Registry.FMI: In addition to the aforementioned regulations, check out Advisory Circular AC 3-1. All current FAA regulations and AC’s can be found online at the Dynamic Regulatory System website, drs.faa.gov.

Please work well ahead of the schedule: Submit the associated SPANS message 3 weeks prior to any RSAT meeting in your area of responsibility. Set up any virtual event as a webinar in SPANS and obtain the meeting link from ATC. Contact the ATM for the airport or contact the FPM at the Orlando FSDO for more info relating to the RSAT’s at the airports in your area.

- Current GA aeronautical charts & pubs for central Florida. On May 30, the FAA issued guidance announcing the cancellation of certain aeronautical chart products, effective August 7 and beyond. The June 12 editions of these charts will be their final versions. Several well known charts will be discontinued, including a. Aeronautical Chart Users’ Guide b. VFR Class B Enhancement Graphics c. US VFR Wall Planning Chart d. - Review of current TFR’s. Many TFR’s over the next several days! The ones shown in the screen shots below were valid just within Florida at the time of final editing, but can and do change or expire, and this newsletter is not to be construed as an official source. Also check “USA” NOTAM FDC 0/0367 to be sure of details; see note “a” below. Note the long-term TFRs over Mar-A-Lago and a new one, FDC 5/9325 over Alligator Alcatraz. Always check NOTAM’s each time before you fly! FAA’s official TFR NOTAM website is http://tfr.faa.gov/tfr2/list.jsp . Others are available as well, including via www.1800wxbrief.com , www.AOPA.org/go-fly/tfrs and on many flight planning apps. a. Nationwide: “USA” NOTAM FDC 0/0367 covers flights near “qualified stadiums” (defined in the NOTAM) during certain sporting events. Going to the Bahamas or across the ADIZ? Check this one out: “USA” NOTAM FDC 2/8783, covers operations across the ADIZ.
b. UAS Operators: Check out the following:
i. FDC 3/9568, covering UAS ops near naval submarine bases (Kitsap, WA and Kings Bay, GA). This NOTAM replaces FDC 1/8373.
ii. FDC 3/0104, covering UAS ops near DOE energy facilities and DOD mobile assets, including convoys and ships. This NOTAM replaces FDC 1/8374.
iii. FDC 3/2496, addressing UAS restrictions near “National Defense Airspace”. This NOTAM replaces FDC 1/0488.
iv. FDC 3/6405, addressing UAS ops over the territorial and navigable waters of the US.
v. FDC 3/4452, addressing UAS ops in the vicinity of Cape Canaveral and Kennedy Space Center.
c. Don’t forget to always check other FDC NOTAM’s for “USA” on the above web page, in addition to FL or wherever else you may be going. Set the “Center” filter to “USA”, then hit “Go” next to that box, and you’ll see the desired search results. Most of these NOTAM’s are effective nation-wide. d. Finally, if filing IFR, remember to check FDC NOTAM’s for the instrument approaches at your destination. Like TFR’s, these NOTAM’s are regulatory, too, so you have to adhere to their applicable portions. The easiest way to obtain this info is via commercial flight planning software / approved sites when filing and obtaining a standard wx brief. - GA awards update. Now is the time to prepare nominations for next year’s cycle.
